Construction Management At-Risk (CMAR) Services – 2nd Floor Clinic Finish-Out
The Absentee Shawnee Tribal Health Authority, Inc. (ASTHA) is officially seeking formal proposals from qualified construction management firms to provide professional Construction Management At-Risk (CMAR) services. The project consists of a comprehensive, approximately 30,000 sq. ft. healthcare finish-out of the existing second-floor shell space at the Little Axe Health Clinic in Norman, Oklahoma.
The selected CMAR firm will coordinate closely with ASTHA leadership and our program management team, ADG Blatt, to deliver pre-construction planning, scheduling, constructability reviews, and complete construction phase execution.

The following clarifications have been processed by the Program Management team and are issued as formal guidance for all prospective bidders:
Question: Could floor plans be provided?
Answer: Yes. Existing and Preliminary floor plans are available upon request. Interested firms should contact Madison Schultz (mschultz@adgblatt.com) or Jarrod Hohweiler (jhohweiler@adgblatt.com) to receive the design files.
Question: Will there be a chance to see the site?
Answer: Yes. There is an optional site visit open to all interested respondents on Friday, May 29, 2026, at 2:00 PM at the project site (15951 Little Axe Dr, Norman, OK 73026). Please confirm your team's attendance in advance via email with both Madison Schultz and Jarrod Hohweiler.
Question: What is the final day for RFI submissions?
Answer: The formal deadline for final questions and clarification requests is June 5, 2026, as dictated in the master RFP schedule.
Question: What is the anticipated time frame to begin?
Answer: Final Construction Documents are scheduled to be completed by October 23, 2026. Bidding stabilization and on-site construction operations are anticipated to begin immediately following on October 26, 2026.
Question: Should protection be provided at existing atrium opening?
Answer: Yes, please include temporary walls or protection measures to separate existing occupied space from construction space at atrium opening.
Question: Will the existing elevators be available for use by the Construction Manager?
Answer: Yes, please include protection for existing elevator interior.
Question: Is it acceptable for materials to be delivered to the construction space through an envelope opening (i.e. removal of an existing window)?
Answer: Yes, please include any necessary protection to maintain envelope continuity.
Question: Are the Air Handling Units already installed?
Answer: Yes, the Air Handling Units are existing.
Question: Where can the Construction Manager locate their construction office?
Answer: The Construction Manager may locate their office in the construction area or in a temporary office (i.e. trailer) on site near the back roadway.
Question: Is on site space available for storage?
Answer: Yes, the Construction Manager may locate storage (i.e. trailers) on site. On site staging space is also available.
Question: Who purchases specialty medical equipment?
Answer: The Owner will purchase specialty medical equipment directly.
Question: Will existing air handling duct in the space need to be relocated?
Answer: Existing air handling duct in the space may need to be relocated depending on the final design. The duct will need to be modified. The bottom lowest duct is at approximately 8’-4” so may need to be raised depending on the final design.
Question: Who is the AHJ for inspections?
Answer: Inspections will be done through the City of Norman.
Question: Does the building have an existing fire pump?
Answer: Yes, the building has an existing fire pump.
Question: Will a fee worksheet template be provided to Construction Manager?
Answer: No, Construction Managers to provide fee worksheet per RFP.
Question: Can the NW stairs be used for construction access?
Answer: Yes, existing stairs may be used for construction access.
Question: Can a temporary opening be located in the NW corner of the building for hoisting materials?
Answer: Yes, please include any necessary protection to maintain envelope continuity.
Question: Does the OK Department of Health do final inspections or does the Tribe do its own?
Answer: The Tribe does final inspections.
